The 10 Best New Developments in Pattaya in 2026

Pattaya's new-build pipeline has grown fast over the past two years, and that makes picking a project harder, not easier: more developers, more phases, more presale campaigns promising sea views and rooftop infinity pools. Scanning glossy renders is not a strategy. What actually matters is the developer's track record, the district, the real price per square metre, and how far out completion sits.
We pulled the current records for every active new-build project in our own Pattaya database and shortlisted ten that give a genuine spread: completed and ready to move into, mid-construction, and freshly launched; budget studios and flagship multi-bedroom units; beachfront Jomtien, hillside Pratumnak, Central Pattaya, Naklua and the Sukhumvit corridor. Prices below are "from" figures for the entry-level unit in each project, in Thai baht, as currently listed.
1. Seven Seas Le Carnival — Nong Prue (Jomtien)
Developer: Universal Group Thailand. One of the largest complexes on this list — around 1,500 units spread across four buildings, two towers reaching 28 floors and two low-rise blocks. Construction has been completed in phases since 2020, with later phases still being built out, so buyers can choose between a finished, already-furnished-and-rented unit or a newer phase at an earlier price point. Entry price starts from THB 3.6M for a studio; one- and two-bedroom units run up to 71 sqm. Amenities: swimming pool, fitness room, sauna, kids' playroom, CCTV.
Best fit: investors who want rental history and a track record to check before buying, not just a brochure.
2. The Riviera Ocean Drive — Jomtien
Developer: The Riviera Group. A 43-floor, 513-unit tower completed in 2023 — fully built, not a presale. Unit sizes range from compact 21-22.5 sqm studios up to 79-104 sqm two-bedroom units, with duplex and penthouse layouts from 80+ sqm for buyers who want more space. Amenities: swimming pool, sea view, fitness room, sauna, kids' playroom.
Best fit: buyers who want to inspect the finished building, common areas and views in person before signing, rather than buying off a floor plan.
3. SO Origin Pattaya — Sukhumvit
Developer: Origin Property Co., Ltd. A newly launched project: construction starts in 2026 with completion targeted for Q4 2027, so this is early-phase presale pricing. 790 units across three 8-floor buildings. Pricing is unusually transparent: studio (24.5 sqm) from THB 1.84M, one-bedroom (26.6 sqm) from THB 1.93M, and a larger one-bedroom Plus (34.7 sqm) from THB 3.0M. The amenity list is one of the most complete on this list — pool, sea view, fitness room, parking, 24h security, pet-friendly policy, co-working space, rooftop garden, Wi-Fi, sauna, CCTV, EV charging, a cinema room and a kids' playroom.
Best fit: buyers chasing the lowest entry price on this list for a project with a full amenity package, in exchange for a longer wait to completion.
4. Harmonia City Garden — Central Pattaya
Developer: Global Top Group Developer. An 8-floor low-rise under construction since 2023, due Q2 2028. Entry price from THB 2.45M (about THB 92,452/sqm) for a studio from 20 sqm; one-bedroom units run 23.5-26.5 sqm, two-bedroom 50-53 sqm. Amenities: swimming pool, fitness room, 24h security, Wi-Fi, parking, CCTV — a simpler, more affordable package than the beachfront towers on this list.
Best fit: buyers prioritising a walkable Central Pattaya location over a sea view, at one of the lower prices-per-sqm here.
5. Zenith Pattaya — Jomtien
Developer: SLR Development Co., Ltd. Construction starts 2026, completion targeted Q4 2028. 582 units across three 7-floor buildings. The studio line (24-26 sqm) is already sold out, which is itself a useful data point on early demand; one-bedroom units (30-40 sqm) start from THB 3.6M, and a single flagship two-bedroom unit (45 sqm) is available from THB 5.4M. The same extensive amenity set as SO Origin Pattaya (pool, sea view, fitness, parking, 24h security, pet-friendly, co-working, rooftop garden, Wi-Fi, sauna, CCTV, EV charging, cinema room, kids' playroom).
Best fit: buyers comfortable moving fast — the sold-out studio tier shows units at this project don't sit on the market long.
6. Marina Golden Bay — Naklua
Developer: Global Top Group Developer. A 51-floor tower under construction since 2024, due Q1 2028, with a Mediterranean naming theme for its unit types: studio "Capri Suite" from 20 sqm, one-bedroom "Venice Suite" 28-36 sqm, two-bedroom "Marbella Suite" at 57 sqm. Entry price from THB 3.75M (about THB 133,928/sqm). Amenities: swimming pool, fitness room, sauna, sea view, 24h security, parking, rooftop garden.
Best fit: buyers looking at Naklua specifically rather than Jomtien or Pratumnak — a quieter, more residential stretch of the Pattaya coastline with its own growing new-build pipeline.
7. Grand Solaire Pattaya — Pratumnak
Developer: SLR Development Co., Ltd. The tallest and largest project on this list: 2,470 units across 67 floors, under construction since 2024 and due Q4 2027. It's also the most expensive entry point here — one-bedroom units (29-40 sqm) start from THB 6.09M (about THB 210,000/sqm), with a single flagship two-bedroom unit (60.5 sqm) from THB 16.335M. Full amenity package: pool, sea view, fitness, parking, 24h security, pet-friendly, co-working, rooftop garden, Wi-Fi, sauna, CCTV, EV charging, cinema room, kids' playroom.
Best fit: buyers targeting the premium end of the Pratumnak hillside market, where land is scarcer and prices per sqm run well above the Jomtien and Central Pattaya projects on this list.
8. Level Pratumnak — Pratumnak
Developer: Asia Discovery Co., Ltd. A smaller, boutique project — 139 units across 8 floors — construction starting Q1 2027, completion targeted Q3 2028. Studios average 28 sqm from THB 2.99M (about THB 107,477/sqm); one-bedroom units run 40-42 sqm, with a one-bedroom-plus-study layout at 39-43 sqm; two-bedroom units span a wide 43-74 sqm range from THB 4.85M. Full amenity package matching the larger Pratumnak and Jomtien projects on this list.
Best fit: buyers who want a Pratumnak address without the scale (or price ceiling) of Grand Solaire — and who value the extra study room in the 1+1 layout.
9. Aquarous Jomtien Pattaya — Jomtien
Developer: Assetwise Public Co., Ltd. Due for completion in 2027, with entry price from THB 4.9M (about THB 140,000/sqm) and the widest unit-size spread on this list: one-bedroom Superior (37.65 sqm), Deluxe (49.4 sqm) and Deluxe Suite (50.1 sqm); two-bedroom Executive (79.7 sqm) and Grand Executive (114.7 sqm); and a three-bedroom Premier unit at 173.8 sqm. Full amenity package: pool, sea view, fitness, parking, 24h security, pet-friendly, co-working, rooftop garden, Wi-Fi, sauna, CCTV, EV charging, cinema room, kids' playroom.
Best fit: families or buyers who want to size up within one project — from a one-bedroom entry unit to a genuine three-bedroom family layout — without switching developers.
10. The Riviera Santa Monica — Jomtien
Developer: The Riviera Group. The most expensive project on this list by a wide margin: entry from THB 12.935M (about THB 190,220/sqm), due Q4 2028. One-bedroom units run 29-38 sqm, two-bedroom 50-73 sqm, with a 180 sqm three-bedroom layout and a penthouse collection spanning 180-325 sqm (available on request, not listed individually). This is the Riviera Group's second project on this list alongside the already-completed Riviera Ocean Drive, which gives buyers an unusual option: inspect the developer's finished work next door before committing to the newer, pricier Santa Monica launch.
Best fit: buyers at the top end of the Jomtien market who want a large-format unit or penthouse, and who want a same-developer completed reference project to walk through first.
How these ten compare
Spread by entry price, this list runs from THB 1.84M (SO Origin Pattaya's studio) to THB 12.935M (The Riviera Santa Monica) — a reminder that "new development in Pattaya" covers everything from an affordable studio to a high-end beachfront tower, and the district matters as much as the brochure. Jomtien and Pratumnak carry the bulk of this list; Central Pattaya and Naklua each have one entry with a noticeably lower price per sqm, which suits buyers prioritising budget or a specific neighbourhood over beachfront position.
Two of the ten (Seven Seas Le Carnival, The Riviera Ocean Drive) are already complete or substantially complete, meaning what you see is what you get — no completion risk, but also less room for presale pricing. The rest are under construction or newly launched, with completion dates stretching out to Q4 2028, which is the trade-off for the lower entry prices at SO Origin Pattaya, Zenith Pattaya and Harmonia City Garden.
None of the figures above are promotional estimates — they're pulled directly from the current listing for each project, linked below, and we'll keep this list updated as prices and construction phases move.
よくある質問
- Which of these ten Pattaya developments has the lowest entry price?
- SO Origin Pattaya, with studios from THB 1.84M — though completion isn't until Q4 2027, so that price reflects early presale risk.
- Which projects on this list are already finished and ready to move into?
- Seven Seas Le Carnival (completed in phases since 2020) and The Riviera Ocean Drive (completed in 2023) are both built, not presale.
- Which is the most expensive development on this list?
- The Riviera Santa Monica, with entry prices from THB 12.935M (about THB 190,220/sqm) for a one-bedroom unit.
- Which district has the most new developments on this list?
- Jomtien, with five of the ten projects: Seven Seas Le Carnival, The Riviera Ocean Drive, Zenith Pattaya, Aquarous Jomtien Pattaya and The Riviera Santa Monica.
- Is a presale project more affordable than a completed one?
- Generally yes on this list — presale projects such as SO Origin Pattaya, Zenith Pattaya and Harmonia City Garden start lower than the completed Seven Seas Le Carnival or Riviera Ocean Drive, trading a lower price for construction and completion-date risk.
- Which project offers the largest, family-sized units?
- Aquarous Jomtien Pattaya, with a three-bedroom Premier unit at 173.8 sqm — the largest standard unit size on this list outside The Riviera Santa Monica's penthouse collection.
- Are the prices in this article final?
- No — they are the current "from" price for the entry-level unit in each project as listed at the time of writing. Prices change as units sell and construction phases progress; check the linked listing for the current figure.
- Which project has a unit type that's already sold out?
- Zenith Pattaya's studio tier (24-26 sqm) is currently sold out, while its one- and two-bedroom units are still available.
- Why does price per square metre matter if I already see the total price?
- It lets you compare projects with very different unit sizes on equal terms — for example Harmonia City Garden (about THB 92,452/sqm) is a far more affordable project per square metre than Grand Solaire Pattaya (about THB 210,000/sqm), even though both have entry units in the low millions.
- How were these ten developments selected?
- From Apartwell's own database of active Pattaya new-build listings, chosen to cover a genuine spread of district, price point and construction stage rather than ranked by a single score — each project's figures link back to its own listing page.
